Some teams (including us, the Hungarians or the Austrians) already had a third GK in the 1954 WC while the South American teams apparently needed more time to change their mind. But La Paz definitely didn't belong to the WC winning squad of 1950, that was Anibal Paz as artemds already told.. Yes I misunderstood when FIFA allow teams have 23 players.
