INFO:
Bhutia is a former centre forward. He played for East Bengal, JCT, Mohun Bagan and United Sikkim. He also played in Malaysia for Perak and MK Land and he's the second ever Indian to ever play for a professional European team, having spent three seasons at Bury in England from 1999 and 2002. He won the Arjuna Award in 1998. He suffered many injuries during his career and retired in 2013. He received a standing ovation at the end of his retirement match against Bayern München. He made a comeback in 2015 with East Bengal but didn't play any game. A former captain of India, he's one of the most prolific strikers in the history of the national team as he scored 27 goals in 82 matches (42 in 107 considering also the unofficial games).
Considered one of India's greatest ever players, Bhutia was nicknamed "Sikkimese Sniper" for his highly accurate shooting skills. Indian legend I.M. Vijayan labeled him as a "God's gift to Indian football". As Bhutia didn't have a strong physique, the gap was offset by keen intelligence, superb athleticism, reaction, a powerful shot with both feet, the remarkable ability to find the goal even in difficult ways. His short size was a disguise for his physical and mental toughness due to his iron will to move despite receiving many tackles, his anticipation ability that helped him positioning himself at the right time in the right place. In fact, he was very dangerous inside the box, mainly thanks to good heading and jumping abilities. Moreover, he troubled the opposing defenders with his runs off the ball, sudden sprints, dribbling and turns. He was a hardworking and inspirational player, who always wanted to get the best off his teammates. In fact, in his debut with Bury he provided an assist for Darren Bullock for the second goal of the match. He then became the first Indian to score in the English Football League, when he scored a perfect right-footed volley against Chesterfield. One of his biggest moments came against Mohun Bagan, scoring a hat-trick in a 4-1 win.

As I can see he struggled in Football League 1, the third tier of English football. So I guess his overall set should be lowered. Comment based purely on info, if you have watched him and you think that he deserves these values, I don't have problem with that.

You have a good point. Considering his way of scoring being mostly with headers and volleys, maybe his SA can be on green. General technique might go down a bit as well since his technical characteristics were dribblings and shots, which are already converted with DA and ST.
