Ouma is a former centre-forward. He started his career in the late 1960s at Coffee United. He then spent his best time at Simba FC where he played from 1968 to 1978, scoring plenty of goals, for example 18 in 14 games during the 1971 Ugandan top league as he led the team to win the competition. He retired in 1978. An Uganda international from 1966 up to his retirement, he was a key player in the 1974 and 1976 Africa Cup of Nations qualifying campaigns. Unfortunately, he chose not to take part to the competition in 1974 and temporarily retire from international football. It's unknown how many caps and goals he has for Uganda but he scored at least 13 goals. He was national team captain in numerous occasions.
Considered one of the finest strikers in Ugandan football history, Ouma formed a fearsome attacking duo with Phillip Omondi. Ouma was a player for the big occasions as he could score at will and did so especially in the most important matches. For example, he scored the equaliser against Algeria that qualified Uganda for the 1974 African Cup which he didn't take part to. His absence ultimately affected the team negatively in the competition. He was then persuaded to come back and again helped Uganda to qualify for an African Cup in 1976. Ouma was a sharp centre-forward who made the best out of half-chances and turned them into goals. He was notably fast and accurate with both feet. Furthermore, he possessed key leadership qualities that always motivated his teammates.
