El Ouaer is a former goalkeeper. He spent almost his entire career at Espérance Tunis where he made around 500 appearances from 1986 to 2002. He had a brief and unsuccessful spell at Genoa in 2001. He capped for Tunisia 97 times. He was named as the goalkeeper of the CAF Team of the Tournament at the 1996 Africa Cup of Nations where Tunisia finished runner-up.
One of the greatest goalkeepers Tunisia has ever produced, El Ouaer was distinguished by great reflexes, an excellent ball catching ability, and could rely on a tall and strong physique added to a remarkable jump that made him good at collecting crosses. He was also known for his penalty saving skill as proven, for example, during the shootouts against Gabon at the 1996 African Cup where he saved two penalties, leading Tunisia to the semifinal. He also saved a penalty against none other than Abédi Pelé in the game between Tunisia and Ghana. In addition, El Ouaer possessed a good goal kick and would occasionally leave the post to receive a back pass or anticipate an opponent, showing decent dribbling for a goalkeeper, although his ball control wasn't very good. However, El Ouaer wasn't always consistent throughout the match. It wasn't uncommon for him to try clearing a ball instead of catching it, resulting in awful and avoidable mistakes. The goalkeeper scored at least two penalties in his career: one was the decisive penalty in the shootouts of the aforementioned match against Gabon; the other was a late goal in the 1999 CAF Super Cup between Espérance Tunis and ASEC Mimosas.
