I can't see any reason why he should have 90 in RES, the only midfielders that should have that high a value are either super intense, efficient ball winners in midfield (like Matthäus, Makélélé, Keane or Rijkaard) or guys that basically reacted like a striker in the box and scored tonnes of goals (Lampard, Zico for example). Now I've never watched this guy play, but from the rest of the stats and the fact you gave him Classic No.10 card, I imagine he probably deserves like low yellows at the maximum, more likely high greens like other slower playmaker CMFs such as Netzer, Giresse and Xavi.

The main features of what I read and saw from this player were his very good positioning and excellent responsiveness, designating him as the best on his team to intercept the ball and restart immediately. He was also known for his big shot power, his excellent long pass, ability to deliver excellent free kicks and draw penalties with great effect. During the 1982 World Cup, he was placed higher on the field, behind the attackers after the failure of Boniek's positioning as midfielder. But it was probably too anecdotal. To follow your advice, the best, I thinhk, is to remove the "Classic No. 10" and lower its responsiveness to 85, which remains a high value but seems to me to match its qualities, and adding the penaltys shooter card.
