Oldřich Rulc was born in Strašnice, which was incorporated into Prague in 1922. He began playing football with Sparta Prague. The left winger made his debut for the Czech top club in the 1929/30 season in the Czechoslovak First Division. After the season, Rulc signed for SK Židenice, a Brno club then playing in the Second Division and promoted to the First Division in 1933. That year, Oldřich Rulc was called up to the Czechoslovak national team for the first time, but he was not selected for the 1934 World Cup; in Antonín Puč, he had too strong an opponent at the time.
With SK Židenice, Rulc failed to win a title, although the team finished the season among the top spots several times. Rulc played ten matches for SK Židenice in the Mitropa Cup.
In 1938, he was part of the national team for the 1938 World Cup, where Czechoslovakia failed to repeat its four-year runner-up success. Rulc played a total of 17 international matches between 1933 and 1938, scoring two goals.
