Well, actually i wouldn't t do that, if i want to make a set for a nowadays player, instead i often choose his ingame default set as basis since the 90% of the time is well represented, then i make the necessaries changes if i don't fully agree with values and that's it...

Maybe but , i have two points
1: Konami its not alway a good reference for south americans tems or players (remember back the 99 TS to Cordoba and the 99 Jump to Ayala with 36 years)
2:The stats that are you refference are from the season 2011-2013 when his comeback to colon , he was old and very bad that is the reason that he cameback to bolivia to play in oriente again, i think that he have differents skills from a 2004-2008 to the 2011-2013 (after hes past from arabia)

Yes, they may screw up a few things, sometimes the whole set and there are a few gems that don't need any changes (see Xavi's Pes 2011 and Adriano Pes5/6), normally the most well know players are often spot on, some +1, -1 there and there and that's it..

Well, they highlight Cordoba's insane speed and Ayala's jumps was out of this world (since he's small for an average CB's i found his 99 spot on.)

Regarding Raldes, i don't know, but i wouldn't touch the FKA/CUR default value (i guess he didn't take one, so there is no need to it.) neither MEN..
