I think it's a very accurate set of Steve. I would suggest a couple of things that I noticed in his game:
His response was fantastic, he had so many tap-in goals and had an extraordinary feeling in the box too, scoring some important goals as well. That's also one of the supporting reasons to increase his SA & ST, he scored 36 goals in this era (12,9,6 & 9 goals respectively), and he actually had a nice volley and dipping shot technique. On the other hand, I actually think that he couldn't hold up so well in duels and that his BB could drop a bit. However i think that 66 is too low for HEA, he was decent in this area and scored some goals with it too.
So, this is what I would do: Balance: 79 -> 77 Response: 79 -> 82 or 83 Shot Accuracy: 76 -> 78 Shot Technique: 76 -> 78 Header: 66 -> 70
I also noticed a lot of cut back passes, especially to Stuart Pearson, maybe to consider adding P09 - Cut Back Pass
Finally, I would consider extending the set for 1 year. When I was creating the set I was actually thinking of a 1976-1981 era, because of his injury in the 1982 qualifier vs Hungary, which limited his games and he never regained the old ability, but also because he had broken the record for the most consecutive appearances for an outfield Manchester United player – 207 from 1977 to 1981 – which still stands to this day. Also helped Man Utd to win the 1977 FA Cup...
He played a major part in 77/78 with 52 appearances and 9 goals and earned his first caps for England, so it would perhaps make sense to have at least a 1977-1982 set. If there's a valid reasoning to cut it to 1981, perhaps he can lose the "C" for injury, and I guess Condition could then go up.
