I know you are hesitant to rate pre 50's players too well but César definitely needs a huge boost since although he was one of Spain's greatest forwards of all time this sets makes him a fairly average striker. Yes, he was overshadowed by Telmo Zarra but that doesn't change the fact that he was simply outstanding. That's why he needs an increase not only in his key stats but also in several "minor" stats, as well.
