Fagan was an inside forward, preferably on the left, although he was deployed also as winger and occasionally centre forward ─ the latter mainly in his early years. He spent most of his career at Liverpool, where he made 78 appearances from 1937 to 1939, and 104 from 1945 to 1952, scoring 57 total goals. He was team captain from 1945 to 1947. Previously to his transfer to Liverpool, he played for Celtic and Preston North End. After leaving the "Reds", he spent some seasons in lower leagues, and retired in 1955. He capped for Scotland once in 1945 during wartime.
More suited to the inside forward position due to his style of play, Fagan was a resourceful striker, exceptionally crafty on the ball, capable of dribbling multiple defenders in several different ways, so technically gifted that it was hard to take the ball off him. He could hold the ball and cut inside, showing enough strength to withstand physical challenges, and good tackling ability, acting also as a linker between forward and half-back lines. He was a good scorer, in possession of a powerful and sudden shot, the ability to move through the defence to receive the ball and beat the goalkeeper from close range, and an accurate heading ability helped by an amazing elevation. Also, he scored nearly 10 penalties and was one of the best orchestrators in the country, mostly due to his excellent cross-field passes. However, he had the tendency to be too individualistic, overdoing his dribbling, moving with the ball here and there, making his team waste every chance to gain ground. Fortunately, he progressively decreased his selfishness. On the other hand, he missed many games due to a persistent knee injury during his stint with Liverpool.
