Maybe because he appeared for Paraguay as often as I did.

eulogio has played too few games. I'd rather add Oscar Cardozo and Villar GK

Paraguay had its first three WC participations in 1930, 1950 and 1958. The team then had its best WC result in 1986, 1998 and 2002. It was topped in 2010 when Paraguay was close to reach the semifinal. Regarding the Copa América, they won it in 1953 and 1979 and were runners-up in six occasions. That said, I suggest this team:

Spoiler: show
Coach: :PAR: Manuel FLEITAS - longest serving coach and winner of Paraguay's first Copa América

GOALKEEPERS:
● José Luis CHILAVERT - 74 caps, captain in 1998 and 2002 WC, undoubtedly Paraguay's greatest GK
● Justo VILLAR - 120 caps and GK with most appearances, captain in 2010 WC

DEFENDERS:
● Francisco ARCE - RB - 61 caps, played in 1998 and 2002 WC
● Celso AYALA - CB - 85 caps, played in 1998 and 2002 WC
● Carlos BONET - RB - 80 caps, played in 2002, 2006 and 2010 WC
● Denis CANIZA - LB - 100 caps, played in 1998, 2002, 2006 and 2010 WC
● Paulo DA SILVA - CB - 150 caps, played in 2010 WC
● Carlos GAMARRA - CB - 110 caps, played in 1998, 2002 and 2006 (as captain)
● Juan TORALES - LB - 77 caps, won 1979 CA and played in 1986 WC

MIDFIELDERS:
● Roberto ACUÑA - CM/DM - 100 caps, played in 1998 and 2002 and 2006 WC
● Saturnino ARRÚA - AM - 27 caps/13 goals, considered one of Paraguay's best players
● Víctor CÁCERES - DM - 70 caps, played in 2010 WC
● Manuel FLEITAS - CM/DM/AM - 32 caps/6 goals, one of Paraguay's best pre-war players
● Cristian RIVEROS - DM - 101 caps/16 goals, played in 2006 and 2010 WC
● ROMERITO - AM - 64 caps/26 goals, won 1979 CA and played in 1986 WC
● Estanislao STRUWAY - DM - 74 caps, played in 2002 WC

* I'm not sure about STRUWAY in the first team. Would you replace him?

FORWARDS:
● Delfín BENÍTEZ - SS/LW/CF - 15 caps/3 goals, played in 1930 WC, one of Paraguay's best players
● Roberto CABAÑAS - CF/SS - 28 caps/11 goals, played in 1986 WC
● José CARDOZO - CF - 82 caps/25 goals, played in 1998 WC
● Arsenio ERICO - CF - reportedly 56 (unofficial) caps/26 goals, widely considered Paraguay's best ever player
● Aurelio GONZÁLEZ - SS/CF - 14 caps/10 goals, played in 1930 WC, considered Paraguay's second best player behind Erico
● Cayetano RÉ - CF/SS - 25 caps/7 goals, played in 1958 WC
● Roque SANTA CRUZ - CF - 112 caps/32 goals (Paraguay's all-time scorer), played in 2002, 2006 and 201 WC

RESERVES:

GOALKEEPERS:
● Modesto DENIS - 30 caps, played in 1930 WC
● Roberto FERNÁNDEZ - 78 caps, won 1979 CA and played in 1986 WC
● Antony SILVA - 51 caps, had a great performance at 2021 CA

alternatives:
● Sinforiano GARCÍA - 20 caps, excellent GK from the 1940s

DEFENDERS:
● Julio César CÁCERES - CB - 65 caps, played in 2002 and 2006 WC
● Rogelio DELGADO - CB - 53 caps, played in 1986 WC as captain

● Darío VERÓN - CB - 53 caps, played in 2010 WC
● César ZABALA - CB - 49 caps, played in 1986 WC

MIDFIELDERS:

● Aureliano TORRES - LM - 47 caps, played in 2010 WC

* another MF is needed

alternatives:

Claudio Morel Rodríguez can be added to reserves to have at least one more SB. There are too many CBs there.

I took Claudio Morel into consideration. Surprisingly, he capped only 35 times but was named Paraguayan footballer of the year in 2008 and was featured in the 2010 WC. In my opinion, he can replace Gustavo Gómez as he seems the less successful with Paraguay so far among the players I selected. Édgar Barreto seems the best choice to replace Estanislao Struway in the first team as he was featured in the 2010 WC, was even a starter in the match against Spain and he surely was a very good player.

I would promote both replacing Struway and Victor Cáceres.

Also, would include Carlos Diarte among the reserves fowards.

Both Barreto and Paredes for Struway and Cáceres is also a valid possibility. I'm not sure about Diarte. The official appearances and goals for Paraguay seem to be 14 and 0.

Here: http://www.ciberche.net/histoche/jugador?player=261

And here: https://www.transfermarkt.es/lobo-diart ... ler/172004

Says he played 45 games for the National Team but doesnt say how many goals.

So, I dont know... probably has something to do with official and non-official games which were more common in the past.

If 45 is a fact, he deserves a place. He was for sure a better player than many forwards listed here.

Yes, the English version of Wikipedia also mentions 45 caps but no goals. The fact is, if he played 45 matches, even if unofficial, is it possible that no record of a single goal exists?

Well, he did a goal against Brazil in Beira-Rio Stadium on April 26th of 1972. It was a friendly match and Brazil won 3x2.

And it looks like that's the only goal he scored. I wonder if that's to be included in the alleged 45 caps or in the 14 officials if it's a friendly recognized by FIFA.
Strangely enough, there's no sign of any of the alleged 26 goals scored by Arsenio Erico in the whole list of Paraguay football team results.

Indeed. There is a huge lack of information regarding Paraguayan football. Mainly the National Team.

It is very impressive how some kind of simple works werent done by anyone with a good reach in the internet so far. Maybe going deep in Spanish Google or going through pyshical books we could find something more accurated.
